The two final sessions of the training program took place at Arantzazulab’s headquarters, in an atmosphere of collaboration and connection with the participants and the promoting entities.\u00a0<\/h3>\n\n\n\n

The Expert Degree in Anticipatory Collaborative Governance, held during the 2024\u20132025 academic year, aimed to deepen practical knowledge of collaborative governance through an innovative pedagogical approach and learning methodology. The program sought to strengthen the capacities and competencies necessary to support collaborative governance processes in the region, while also providing participants with tools, working methodologies, and diverse experiences. A total of 25 people took part in this first edition, reaching the full capacity of available places. <\/p>\n\n\n\n

Promoted by the Provincial Council of Gipuzkoa\u2014as part of its ongoing institutional strategy to foster and promote collaborative governance\u2014the degree was delivered by the University of the Basque Country (EHU) and coordinated, designed, and facilitated by Arantzazulab and Atelier itd.<\/p>\n\n\n\n

During the closing roundtable, representatives of the promoting entities shared a highly positive assessment of the program. This strong evaluation was attributed to a collective effort, as emphasized by Iosu Arraiz (Director of Strategy, Provincial Council of Gipuzkoa), Juana Goizueta (Vice-Rector of the Gipuzkoa Campus, EHU), Naiara Goia (General Director, Arantzazulab), and Miguel Sober\u00f3n (Director, Atelier itd).<\/p>\n\n\n

The promoting organizations also recalled the foundational goals of the degree and stressed that, in today\u2019s context, deepening collaborative governance is more necessary than ever. This program aims to build and strengthen a community of practice in order to advance collaborative governance as a strategic approach to tackling complex challenges, generating public value, and reinforcing democracy.<\/p>\n\n\n\n

Along with the program leaders, a wide representation of the promoting entities, the facilitation team, and the group of 25 students also participated in the closing sessions. Two individuals who played a key role in the early stages of developing the program were also recognized: Sebas Zurutuza (former Director of Strategy at the Provincial Council of Gipuzkoa) and Agustin Erkizia (former Vice-Rector of the Gipuzkoa Campus, EHU).<\/p>\n\n\n

Distinctive elements of the program<\/strong>\u00a0<\/p>\n\n\n\n

The program offers three key value propositions: hands-on, challenge-oriented learning; tailored support from a dedicated facilitation team; and the building of a strong community among participants. Over the course of the year, each participant worked on their own practical challenges, with personalized support from the facilitation team to foster both personal and collective learning. Student and participant presentations \u2013 Final two sessions<\/strong> <\/p>\n\n\n\n

In addition to weekly online sessions, the program included in-person gatherings to deepen practical learning, exchange experiences, and strengthen the sense of community. The final two in-person sessions, held at Arantzazulab (Arantzazu, O\u00f1ati), marked the conclusion of this first edition. <\/p>\n\n\n\n

Participants had the opportunity to present the work they carried out throughout the program and reflect on how they had integrated new knowledge, methodologies, and approaches into their projects. These presentations took place first in small groups, then in a final plenary session. Examples of the projects presented include: New Approaches for New Challenges<\/em> \u2013Oarsoaldea Development Agency-; Action Plan for Regional Revitalization through Collaborative Governance<\/em> \u2013 Bat Bi ta Hiru-; Organizational Dimension of the Territorial Laboratory Co-Creation Process (solas-ola)<\/em> \u2013Eusko Ikaskuntza-; Biotic Cities: A Guide for the Ecosocial Regeneration of Public Space<\/em> \u2013 Pez Estudio-.<\/p>\n\n\n\n

The role of Arantzazulab<\/strong>\u00a0<\/p>\n\n\n\n

Arantzazulab co-led the coordination of the program alongside other promoting entities, supported the participants\u2019 challenges, and delivered several sessions and lectures to share the lab\u2019s knowledge on frameworks, methodologies, and practices to deepen democratic innovation. Specific contributions included: Collaborative Governance Frameworks, Deliberative Democracy, Co-Creation, Introduction to Design and its Application to Governance, Developmental Evaluation and Scaling Strategies, and Key Capacities and Attitudes for Collaborative Governance Processes. <\/p>\n\n\n\n

Evaluation and next edition<\/strong>\u00a0<\/p>\n\n\n\n

The first edition concluded with very positive feedback. Participants highlighted several key aspects: The quality of the lectures and instructors; Practical tools, methodologies, and approaches applicable to real challenges and organisations; The diversity of the group, active listening and dialogue, and collective learning environment; A well-balanced mix of theory and practice; The personalized support from the facilitation team.<\/p>\n\n\n

The evaluation of the degree was based on a developmental evaluation approach, which helped generate useful insights to improve the second edition. Planned improvements include: deeper content in some areas, more intensive guidance and facilitation, mechanisms to encourage active participation in online sessions, and the creation of a continuous community of practice involving students, faculty, and members of the promoting institutions.\u00a0<\/p>\n\n\n\n
